However, as Senator Rand Paul and others have observed, these cuts will become ephemeral and themselves be canceled unless Congress passes a rescission package to officially rescind the spending authorized in ongoing spending bills. This can be done by a simple majority in Congress, but DOGE must initiate this process by submitting a rescission package to Congress. There is only a 45-day window under the Impoundment Control Act for these spending cuts to be made permanent by rescission, so time is of the essence.
