| Whereas: | This mass warrantless tracking raises Fourth Amendment concerns by treating innocent citizens as perpetual suspects amid ongoing legal challenges; and |
| Whereas: | Real abuses are documented right here in Kansas, including former Sedgwick Police Chief Lee Nygaard who used Flock data to track his ex-girlfriend 164 times and her boyfriend 64 times over four months, and a Kechi police lieutenant who stalked his estranged wife using Wichita’s Flock system; and |
| Whereas: | Flock errors lead to dangerous mistakes, with innocent families pulled over at gunpoint due to misread plates in multiple documented U.S. cases; and |
| Whereas: | Bel Aire voted down this system in May 2023 over privacy concerns; and |
| Whereas: | Flock contracts grant the company a perpetual license to use and share local data, allowing outside agencies to conduct millions of warrantless searches with minimal oversight; |
| Therefore: | We demand the City Council vote NO on any Flock proposal at every turn! |
